Georgia implemented a county-unit reapportionment scheme. Effectively, this system favored the votes of larger over smaller rural counties. Moreover, rural-county votes generally counted for more than urban-county votes. Yet on its surface, the scheme abided by the one person, one vote principle. The district court affirmed the constitutionality of Georgia's system.

African Americans comprised 43.9 percent of the population of Granville County. This demographic also comprised 40.8 percent of voting-age persons and 39.5 percent of registered voters. The Illinois Municipal Code permitted both single-member and cumulative voting schemes. Chicago Heights designed a single-member districting plan, which the district court rejected. Instead, the district court designed its own hybrid plan. Pursuant to this plan, voters would select seven council members. Such elections would occur on a municipality-wide, rather than district-wide, basis.
In 1994, Chicago Heights adopted a six single-member district plan. Under this scheme, African Americans would comprise a majority in two districts. Another district would feature a large Hispanic population. This district plan proposed mayoral election by at-large voting. The mayor would possess substantial executive powers, including in tie-breaking, vetoes, and appointments.

African American voters in North Carolina overwhelmingly favored a single party.
