IMO to assess the future of open-loop scrubbers

THE International Maritime Organization has agreed to start negotiations to develop rules on the waste water discharge of scrubbers. The IMO's Marine Environment Protection Committee, meeting in London this week, has endorsed a proposal by the European Union to "evaluate and harmonise the development of rules and guidance on the discharge of liquid effluents from exhaust gas cleaning systems, including conditions and areas".

Sulphur cap compliance linked to HFO supplies

MARKET dynamics will help enforce compliance with the 2020 sulphur cap as high sulphur fuel oil becomes less lucrative for suppliers, according to a senior official from Danish bunkers company Monjasa. Chief operating officer Svend Stenberg Mølholt told Lloyd's List that customers were less concerned about the prospect of an uneven playing field in 2020, as they anticipated increased levels of compliance with the 0.5% sulphur emissions limit.

Marine gasoil demand to double on IMO rules, says IEA

MARINE GASOIL will claim 45% of the bunker fuel market in 2020 and continue to be the dominant fuel until 2024, because heavy sulphur fuel oil will still capture almost a quarter of fuel demand, according to the International Energy Agency.

Open-loop scrubbers raise concerns in Europe

EUROPE has repeated its concerns around open-loop scrubbers, warning of potentially "extremely problematic" impacts for ports and arguing that more research is needed on the issue. The European Union this month tabled a proposal to the International Maritime Organization, requesting that it open up talks on the harmonisation of rules relating to scrubber discharge.

IMF: Greek Debt Is Unsustainable

Two days after Greece failed to pay 1.53 billion euros in debt to the International Monetary Fund (IMF), the Fund released a report that is in line with the Greek government's assertions. The document entitled "Greek Preliminary Draft Debt Sustainability Analysis" finds that Greece will require substantial financial sums over the next few years and that the Greek debt is unsustainable and will require a "haircut."
